Why Are Mammograms FSA/HSA Eligible?

A mammogram is a preventive and diagnostic screening tool used to detect breast cancer and other abnormalities in breast tissue. Because it is used to detect and diagnose a medical condition, a mammogram qualifies as a reimbursable expense under IRS Code Section 213(d).


According to IRS Publication 502, preventive screenings and diagnostic imaging are eligible medical expenses. This includes routine screenings as well as follow-up diagnostic mammograms recommended by a healthcare provider.


FSA- and HSA-eligible mammogram-related expenses may include:

  • Routine annual screening mammograms

  • Diagnostic mammograms recommended due to symptoms or family history

  • 3D mammography or digital imaging, when medically necessary

  • Follow-up imaging or ultrasounds tied to abnormal results

  • Radiologist interpretation and lab fees associated with the screening

What’s Not Covered?

The following are not eligible:

  • Mammograms performed solely for non-medical reasons (e.g., elective imaging without provider recommendation)

  • Cosmetic breast imaging not related to disease detection

  • Screenings included in bundled wellness programs that are not itemized

  • Imaging performed in non-clinical settings or without a licensed provider's referral

To qualify, the mammogram must be performed to detect or evaluate a medical condition, whether preventive or diagnostic.

How to Use Your FSA or HSA for a Mammogram

You can use your FSA or HSA card to pay for eligible mammogram services at clinics, hospitals, or imaging centers. If you pay out of pocket:

  • Keep a record of any referrals or orders from your healthcare provider

  • Submit your documentation through your FSA or HSA administrator if reimbursement is required
