Why Are Eye Exams FSA/HSA Eligible?

Eye exams are used to assess vision and screen for eye diseases or conditions such as glaucoma, cataracts, and macular degeneration. They also help diagnose vision problems like nearsightedness, farsightedness, and astigmatism. Because they are preventive and diagnostic in nature, eye exams qualify as eligible medical expenses under IRS Code Section 213(d).


According to IRS Publication 502, the cost of routine and diagnostic eye examinations is eligible for reimbursement through FSA and HSA funds.


FSA- and HSA-eligible eye exam expenses may include:

  • Comprehensive vision exams

  • Retinal imaging and dilation

  • Refraction tests to determine prescription strength

  • Tests for eye pressure or other diagnostic screening

  • Exams performed by optometrists or ophthalmologists

  • Exams required for new glasses or contact lenses

What’s Not Covered?

The following are not eligible:

  • Vision screenings that are purely informational (e.g., at health fairs) and not tied to a medical visit

  • Eye exams for employment, licensing, or insurance purposes unless medically required

  • Cosmetic-related exams, such as for elective procedures like LASIK not deemed medically necessary

  • Any non-medical add-ons not required as part of the exam (e.g., optional vision therapy consultations)

To qualify, the eye exam must be provided by a licensed eye care professional and performed for medical, corrective, or preventive purposes.

How to Use Your FSA or HSA for Eye Exams

You can use your FSA or HSA card at most optometry and ophthalmology clinics. If you pay out of pocket:

  • Request an itemized receipt showing the date of the exam and provider details

  • Save your prescription or results if part of a broader treatment plan

  • Submit your documentation through your FSA or HSA provider if required for reimbursement
