Are Hair Dyes FSA/HSA Eligible?

Hair dyes are not eligible for reimbursement with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Are Hair Dyes Not FSA/HSA Eligible?

Hair dye products are cosmetic in nature and are used to alter or restore hair color for personal appearance. Because they are intended for aesthetic purposes rather than for diagnosing, treating, or preventing a medical condition, they do not qualify as medical care under IRS Code Section 213(d).


According to IRS Publication 502, cosmetic products and procedures that improve appearance but do not serve a medical function are excluded from eligible expenses. Hair dyes fall into this category, whether purchased at a salon or over the counter.

What’s Not Covered?

  • Over-the-counter or salon hair coloring products

  • Root touch-up kits, permanent dyes, or temporary color sprays

  • Professional hair dye services or treatments

  • Hair color used for aesthetic, confidence, or fashion reasons

LMN and Exceptions

Hair dye is not eligible under any circumstances. A Letter of Medical Necessity (LMN) cannot make this expense reimbursable.


Even when used to address appearance changes resulting from medical treatments (such as chemotherapy-related hair loss or graying), hair dye is still considered a cosmetic product and remains ineligible.
