Are Protein Bars FSA/HSA Eligible?

Protein bars are not eligible for reimbursement with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Are Protein Bars Not FSA/HSA Eligible?

Protein bars are classified as food items intended for general nutrition or wellness, not for diagnosing, treating, or preventing a medical condition. Because they serve the same purpose as standard meals or snacks, they do not qualify as medical care under IRS Code Section 213(d).


According to the SIGIS Eligible Product List Criteria, food and beverages are only eligible when they are specifically prescribed to treat a medical condition and are not part of a person’s normal nutritional needs. Standard protein bars do not meet these requirements.

What’s Not Covered?

  • Over-the-counter protein or energy bars (e.g., Quest, RXBar, CLIF, Pure Protein)

  • Meal replacement bars marketed for fitness or weight management

  • High-protein snacks used for athletic performance or muscle recovery

  • Bars containing vitamins or supplements but lacking a prescribed medical purpose

LMN and Exceptions

Protein bars are not eligible under normal circumstances, even with a Letter of Medical Necessity (LMN).


In rare cases, a portion of the cost may qualify if the product is:

  • Prescribed by a physician to treat a diagnosed medical condition (such as malnutrition, metabolic disorder, or recovery from major illness); and

  • Used as a medical nutrition therapy, not a general food source.

To pursue reimbursement for a prescribed nutritional product:

  1. Obtain a diagnosis and a Letter of Medical Necessity (LMN) from your physician specifying the product and medical purpose.

  2. Submit the LMN to your FSA/HSA administrator for review before purchase.

  3. Retain all documentation, including the LMN and itemized receipts.

However, everyday protein bars purchased for fitness, diet, or convenience remain ineligible for reimbursement.
