Is an Inhaler FSA/HSA Eligible?

Yes, an inhaler is eligible for purchase with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Is an Inhaler FSA/HSA Eligible?

Inhalers are used to treat respiratory conditions such as asthma, chronic obstructive pulmonary disease (COPD), and other breathing-related disorders. Because they are prescribed to manage a specific, diagnosable medical condition, inhalers qualify as eligible medical expenses under IRS Code Section 213(d).


According to the SIGIS Eligible Product List Criteria, inhalers are considered fully FSA- and HSA-eligible. Prescription inhalers are always eligible, while certain over-the-counter options may also qualify if they are marketed for therapeutic use.


FSA- and HSA-eligible inhalers include:

  • Prescription inhalers (e.g., albuterol, fluticasone, salmeterol)

  • Rescue inhalers and long-term control inhalers

  • Steroid inhalers used to reduce inflammation in the airways

  • OTC inhalers (such as those containing epinephrine or racepinephrine) when labeled for asthma symptom relief

  • Refillable inhaler devices and cartridges designed for medical use

These products are considered medical devices and/or medications used to treat chronic conditions.

What’s Not Covered?

Non-medicated inhalers or products marketed for general refreshment or aromatherapy are not eligible. This includes:

  • Aromatherapy inhalers with essential oils

  • Menthol sticks or nasal inhalers labeled for general refreshment

  • Devices not labeled for use in treating a respiratory condition

To be eligible, the inhaler must be clearly intended for the treatment of asthma or another medical respiratory condition.

How to Buy an Inhaler with Your FSA or HSA

  • Use your FSA or HSA card at checkout (in-store or online)

  • Make sure the inhaler is labeled for treatment of a diagnosed condition like asthma

  • Save your receipt and prescription (if applicable) in case your plan administrator requests documentation

  • Avoid inhalers that are not labeled for medical use
