Why Is Circumcision FSA/HSA Eligible?

Circumcision is a surgical procedure that involves the removal of the foreskin from the penis. It is often performed on newborns but may also be recommended later in life for medical reasons such as recurrent infections, phimosis (tight foreskin), or other urological issues.


Under IRS Code Section 213(d), medical procedures that diagnose, treat, or prevent a physical illness are considered eligible for reimbursement. According to IRS Publication 502, surgical procedures that are not cosmetic and serve a medical purpose qualify as FSA- and HSA-eligible.


FSA- and HSA-eligible circumcision expenses may include:

  • Hospital or surgical center fees

  • Physician or surgeon fees

  • Anesthesia and related medications

  • Post-operative care and follow-up visits

  • Circumcision performed in a hospital following birth

  • Circumcision for medical necessity later in life

What’s Not Covered?

The following are not eligible:

  • Circumcision performed solely for religious, cultural, or cosmetic reasons without a medical diagnosis

  • Elective procedures not prescribed or performed by a licensed medical professional

  • Ceremonial circumcisions performed outside of a medical setting

To qualify, circumcision must be conducted for medical reasons and performed by a licensed healthcare provider.

How to Use Your FSA or HSA for Circumcision

You can use your FSA or HSA card at medical facilities that perform the procedure or submit a reimbursement claim if you paid out of pocket. To ensure proper documentation:

  • Keep itemized invoices or hospital statements indicating the service and date

  • Save any follow-up care documentation

  • Confirm the provider is licensed and that the procedure is medically indicated
