Why Is Deodorant Not FSA/HSA Eligible?

Deodorant is considered a personal care item used for general hygiene and odor control rather than a product designed to diagnose, treat, or manage a specific medical condition. According to IRS Code Section 213(d), FSA and HSA funds can only be used for products and services that directly address medical needs.


Even if a healthcare provider recommends the use of deodorant, it would not qualify as a reimbursable expense because it does not serve a therapeutic or medically necessary purpose. Deodorant falls into the same category as other non-eligible hygiene products like toothpaste or shampoo, which are viewed as everyday items rather than medical treatments.

Are There Exceptions for Medicated Deodorants?

While regular deodorants are not eligible, the following products may qualify under specific circumstances:

  • Prescription-Strength Deodorants: If a healthcare provider prescribes a medicated or prescription-strength antiperspirant to treat a medical condition such as hyperhidrosis (excessive sweating) , it may qualify for FSA/HSA reimbursement.

  • Medicated Skin Treatments: Products specifically formulated to treat irritation or skin conditions caused by deodorant use could be eligible with proper documentation.

To qualify for these exceptions, a Letter of Medical Necessity (LMN) from a healthcare provider may be required to validate the medical purpose of the product.
