Why Is Laser Eye Surgery FSA/HSA Eligible?

Laser eye surgery, including LASIK and PRK, is used to correct refractive vision issues such as nearsightedness, farsightedness, and astigmatism. Because it is performed to improve a diagnosed vision impairment, it qualifies as an eligible medical expense under IRS Code Section 213(d).


According to IRS Publication 502, eye surgeries that correct a vision problem are reimbursable medical expenses. Laser procedures that reduce or eliminate the need for glasses or contacts fall into this category when performed by a licensed medical professional.


FSA- and HSA-eligible laser eye surgery expenses may include:

  • LASIK (Laser-Assisted In Situ Keratomileusis)

  • PRK (Photorefractive Keratectomy)

  • SMILE (Small Incision Lenticule Extraction)

  • Pre-operative exams and vision testing

  • Surgeon and facility fees

  • Anesthesia or numbing agents

  • Post-operative care, medications, and follow-up visits

What’s Not Covered?

The following are not eligible:

  • Elective procedures performed for cosmetic reasons or without a vision diagnosis

  • Extended warranties, service plans, or non-medical add-ons

  • Surgeries performed by unlicensed providers or in non-clinical settings

  • Costs already covered or reimbursed by insurance or another party
