Are Beauty Products FSA/HSA Eligible?

Beauty products are typically not eligible for purchase with a Flexible Spending Account (FSA) or Health Savings Account (HSA). In rare cases, certain dermatologist-recommended products may qualify with a Letter of Medical Necessity (LMN).

Why Are Beauty Products Not FSA/HSA Eligible?

Cosmetics and personal care items are considered general use products and do not meet the IRS definition of medical care under Section 213(d). Most items in this category are excluded under the SIGIS Eligible Product List Criteria.

What’s Not Covered?

  • Makeup and cosmetics

  • Skincare products for general use (cleansers, moisturizers, anti-aging creams)

  • Products marketed for cosmetic enhancement rather than treatment

LMN and Exceptions

In rare cases, a dermatologist may prescribe a product to treat a diagnosed medical condition such as severe acne, eczema, or psoriasis. With a properly documented LMN, these products may qualify, though plan administrator approval is uncommon.

How to Buy Beauty Products with Your FSA or HSA

  1. Obtain a diagnosis from your dermatologist.

  2. Request a Letter of Medical Necessity (LMN) specifying the product and its intended medical purpose.

  3. Submit the LMN to your FSA/HSA administrator for approval.

  4. If approved, purchase the product using your FSA/HSA card or pay out of pocket and submit for reimbursement.

  5. Retain the LMN, receipts, and approval documentation for your records.
