Are Hair Growth Products FSA/HSA Eligible?

Hair growth products are typically not eligible for reimbursement with a Flexible Spending Account (FSA) or Health Savings Account (HSA). However, certain products that contain an FDA-approved active medical ingredient—such as minoxidil—may qualify.

Why Are Hair Growth Products Not FSA/HSA Eligible?

Most hair growth products are marketed for cosmetic purposes, such as improving appearance or boosting hair thickness, and do not meet the IRS definition of medical care under Section 213(d). These products are considered aesthetic and therefore ineligible for reimbursement.


However, the IRS allows exceptions when a product contains an active medical ingredient that is used to treat a diagnosed condition such as alopecia or pattern baldness. According to the SIGIS Eligible Product List Criteria, medications that contain minoxidil—the active ingredient in products like Rogaine—are eligible when used for the treatment of hair loss.

What’s Not Covered?

  • Shampoos, conditioners, or serums marketed for general hair thickening or cosmetic enhancement

  • Herbal or vitamin-based supplements for hair growth

  • Cosmetic or salon hair restoration treatments

  • Non-medicated over-the-counter hair oils or scalp products

LMN and Exceptions

Hair growth products may qualify if they meet both of the following conditions:

  1. The product contains an active medical ingredient approved for treating a diagnosed condition (e.g., minoxidil).

  2. The product is used for a medically necessary purpose—such as treatment of alopecia or hair loss due to illness—rather than for appearance enhancement.

To ensure eligibility and reimbursement:

  1. Confirm the product includes an approved active ingredient like minoxidil.

  2. Obtain a Letter of Medical Necessity (LMN) from your physician specifying the medical condition being treated.

  3. Submit the LMN to your FSA/HSA administrator along with purchase documentation.

  4. Retain all receipts and supporting paperwork for your records.

Products that do not contain an approved medical ingredient—or are purchased for cosmetic use—remain ineligible.
