Is Abdominoplasty FSA/HSA Eligible?

No, abdominoplasty (tummy tuck surgery) is not eligible for reimbursement with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Is Abdominoplasty Not FSA/HSA Eligible?

Abdominoplasty is a cosmetic surgical procedure designed to remove excess skin and fat from the abdominal area and, in many cases, tighten weakened muscles. The procedure is generally performed to improve body contour and appearance rather than to diagnose, treat, or prevent a medical condition.


Because cosmetic procedures are explicitly excluded from qualified medical expenses under IRS Code Section 213(d), abdominoplasty is not considered eligible for reimbursement. According to IRS Publication 502, expenses that are primarily for cosmetic purposes, rather than medical care, are not reimbursable with an FSA or HSA.

What’s Not Covered?

  • Cosmetic abdominoplasty performed to improve appearance

  • Tummy tucks following weight loss or pregnancy where no medical condition exists

  • Procedures performed without a medical diagnosis or treatment purpose

  • Any abdominoplasty done for body contouring, personal preference, or general appearance enhancement

LMN and Exceptions

Abdominoplasty is considered a cosmetic procedure and is not eligible under an FSA or HSA, even with a Letter of Medical Necessity (LMN). Rare exceptions may exist if the surgery is performed to correct a congenital abnormality, to restore function after trauma, or to treat certain medical conditions (such as hernia repair performed in conjunction with abdominal reconstruction). In those cases, only the portion of the procedure directly related to the medical treatment may be eligible, and detailed documentation would be required.


Because approval in such cases is extremely uncommon, anyone considering this route should confirm with their plan administrator before pursuing reimbursement.
