Is Nasal Spray FSA/HSA Eligible?

Yes, nasal spray is eligible for purchase with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Is Nasal Spray FSA/HSA Eligible?

Nasal sprays are used to treat medical conditions such as allergies, nasal congestion, sinus infections, or dry nasal passages. Because they contain active medicinal ingredients intended to treat a specific condition, nasal sprays qualify as eligible medical expenses under IRS Code Section 213(d).

Thanks to the CARES Act of 2020, over-the-counter (OTC) nasal sprays are fully FSA- and HSA-eligible without a prescription.

According to the SIGIS Eligible Product List Criteria, nasal sprays are considered eligible when they are sold and labeled for therapeutic use.

FSA- and HSA-eligible nasal spray products include:

  • Decongestant sprays (e.g., oxymetazoline-based products like Afrin)

  • Antihistamine sprays for allergy relief (e.g., Flonase, Nasacort)

  • Steroid-based nasal sprays for sinus inflammation

  • Saline nasal sprays marketed for medical use (e.g., congestion relief, nasal rinsing)

  • Pediatric versions of the above

These sprays are eligible when used to relieve symptoms related to allergies, colds, sinus issues, or nasal dryness due to medical treatment or environmental conditions.

What’s Not Covered?

Nasal sprays that are marketed purely for comfort, wellness, or cosmetic purposes without a clear medical use are not eligible. This includes:

  • Aromatherapy or essential oil-based sprays

  • General wellness nasal mists without active ingredients

  • Scented sprays not labeled for therapeutic treatment

To qualify, the nasal spray must contain an active medicinal ingredient or be marketed for the treatment of a diagnosed condition.
