Are Hot Packs FSA/HSA Eligible?

Yes, hot packs are eligible for purchase with a Flexible Spending Account (FSA) or Health Savings Account (HSA).

Why Are Hot Packs FSA/HSA Eligible?

Hot packs are used to relieve muscle pain, stiffness, cramps, and joint discomfort associated with various medical conditions such as arthritis, injury recovery, or chronic pain. Because they provide therapeutic heat for the treatment of a specific medical issue, hot packs are considered eligible medical expenses under IRS Code Section 213(d).

According to the  SIGIS Eligible Product List Criteria, hot and cold packs used for medical treatment are FSA- and HSA-eligible.

FSA- and HSA-eligible hot pack products include:

  • Reusable gel or clay-based heat packs

  • Microwaveable hot packs or wraps

  • Electric heating pads (when used for medical purposes)

  • Moist heat packs designed for therapeutic use

  • Targeted hot packs for the back, neck, knees, or shoulders

These products are intended to reduce pain and improve mobility, making them eligible for reimbursement when used to treat a medical condition.

What’s Not Covered?

Products marketed only for relaxation, spa use, or general comfort are not eligible. This includes:

  • Aromatherapy heat packs or lavender-scented spa wraps

  • Luxury or decorative heating products not labeled for therapeutic use

  • Weighted blankets with warming features (unless medically necessary and prescribed)

To qualify, the product must be labeled and marketed as a hot pack for pain relief or therapeutic heat treatment.
